General Introduction of Sinopec Management Institute

Sinopec Management Institute, which was prepared to be constructed in 1985 and officially set up in February 1987, is an advanced training centre, as well as the Communist Party School, the continuing education centre and the distance education centre, affiliated to China Petrochemical Corp. (Sinopec Corp.).

The School Principles:

To train multi-skilled executives and technicians to meet the requirements of Sinopec Corp., and to improve the competence of its executives and technicians from its oil, petrochemical and sales enterprises.

Main tasks

The training tasks of the Institute are mainly as follows:

l      on-the-job training for executives

l      professional qualification training for reserve talents of middle age or under, from oil, petrochemical and sales enterprises

l      Professional qualification training and adaptability training for executives

l      Training for strategic reserve talents

l      Continuing and engineering education

l      Communist Party institute for the Sinopec Corp. and the training centre for the staff of the Institute.

l      Besides training, the Institute also undertakes tasks to serve the Sinopec Corp. and the subordinate enterprises, such as the employees training, personnel exploitation and the management consultation.

Training Actuality

In accordance with the requirement of the personnel strategy of the Sinopec Corp., the Institute starts various management training classes, mainly providing business management, executive decision-making, international finance, marketing, accounting, economic regulations, and courses related to the economic system reform and establishing modern enterprises system, at the same time offering foreign languages training and modern management competence training, such as the application of computer. The Institute designs 16 advanced research classes for professional technicians petroleum exploitation, such as, catalysts and cracking, hydrogenation, ethylene, etc., in order to produce experts who will take the lead of scientific and technical studies. To meet the requirement of the international management strategy of Sinopec Corp., the institute, since 2002, extended training classes for international management and for PMP certificates, including classes for international petroleum exploitation, international petroleum and natural gas surface projects, international petroleum marketing, international petroleum accounting and finance, international petroleum procurements, international petroleum projects supervising and management and the like.

To fulfill the strategic personnel training assignments of Sinopec Corp. the institute has worked closely with well-known institutions inland and abroad such as, Dalian University of Technology, Remin University of China, University of International Business and Economics, in the fields of MBA courses; the institute has also joint with Tsinghua University, Petroleum University of China, Beijing University of Chemical Technology, East China University of Science and Technology, East China University of Technology and etc. in the fields of graduate education programs for engineering masters of oil refining, lubricating oil, ethylene, chemical fertilizer, chemical mechanism, industry automation, production management, macromolecule material, organic chemical engineering, dynamic engineering, geological engineering, petroleum and natural gas engineering, control engineering, logistics engineering and electrics. Many of the trained have already graduated and became major executives of their enterprises or departments, taking an important part at their respect position. In order to meet the development in the market economy, the institute also sends classes and graduate students abroad to take training courses in institutions, and make observations in foreign enterprises.

The Institute is also appointed by the Government Offices Administration of the State Council as one of the continuing training centers and exam centers for accounting of different levels, from beginning, intermediate to advanced levels. It has been recently chosen by the State Administration of Foreign Experts Affairs as a training and exam center of BFT, Business Foreign Language Test.

Until the end of the year 2004, the total number of its trainees reached 39,465.

Organization Structure of the Institute

There are eleven departments in the Institute, namely, the Education Administration Department, the Development and Research Department, the Management Training Department, which are in charge of the training tasks; the Information Department, Department for General Services, JingYuan Company, which take care of the service, and the Personnel Department, and Finance Department and the Party Office are responsible for the general management of the institute.

The Teaching Staff

The Institute employs 149 people, among which 44 are teachers, and 31 are teaching coordinators. Among these 75 teaching staff, 35 have the titles of professors or associate professors, and 14 are lecturers. The Institute also hires about 50 Chinese and foreign experts as guest professors. We also have a teaching team composed of teachers from top universities in China, such as Tsinghua University and Peking University, and executives from leading companies, who work part-time in the institute. In order to improve the training quality, and provide the trainees with advanced, up-to-date information, government officials and top managers of Sinopec Corp. are also  invited to give lectures.

 

The teaching facilities

Construction of the new site of the Institute was completed in January, 2004, and was put into use in March the same year. Located in Chaoyang District, north of Beijing, it occupies 56,000 square meters, with a construction size of 51,200 square meters. The construction of the school cost 295,000,000 RMB yuan, which is about US$36,455,000. The Classroom Building, Library, the Staff Building, the Dorm Building and the Gymnasium constitute the three main sections of the campus – Teaching, Accommodation, and Entertaining.

The Classroom Building is equipped with 52 classrooms of different sizes and functions, including lecture rooms, auditoriums, seminar rooms, computer rooms, and language labs.

The 788 rooms in the Dorm Building provide 869 trainees with accommodation. The library holds 60,000 books, 13,000 electronic books and 400 different journals for readers. Trainees and staff can access the Internet in all classrooms, dorm rooms and offices.

The Gymnasium is equipped with an Olympic –size swimming pool, an eight-alley bowling court, basketball courts, volleyball courts, badminton, table-tennis and tennis courts, and a karaoke room. There is also an outdoor playground.

The air-conditioning system of all the campus buildings is powered by geothermal heat pumps. And geothermal springs provide water for the swimming pool and all dorm rooms.

The branch center of the Institute, located 10 kilometers south of the headquarters, is equipped with teaching facilities, such as lecture rooms, auditoriums, language labs and computer rooms. It provides accommodations for 280 people.

The future

As an advanced training center of Sinopec Corp., the Institute will, in the year ahead, expand its training scope, and provide better training for Sinopec executives, engineers and technicians. The Institute will improve its management, teaching, and facilities, and strive to become a top training center for entrepreneurs and advanced talents.
